Electric bicycle classes, road use, age, and helmets

Alabama defines Class 1, 2, and 3 e-bikes, generally gives them bicycle rights and duties, and allows them where bicycles may ride. Local governments may restrict path use. Class 3 operators must be at least 16 and wear helmets; helmet rules also apply to riders under 16. Class 3 equipment requirements include a speedometer.
