Electric bicycle licensing, registration, helmets, and access

Since July 2026, New Jersey requires e-bike riders to be at least 15 and requires e-bike registration and an e-bike or driver license; motorized bicycles also require insurance. MVC guidance requires helmets for all e-bike riders. The statute distinguishes low-speed pedal-assist e-bikes from motorized bicycles rather than using a conventional three-class system. Path managers may restrict access; natural-surface nonmotorized trails require permission.
