Electric bicycle classes, age, helmets, and path access

New Mexico defines three e-bike classes up to 750 watts. Path managers may restrict public-path use; natural-surface trails are separately regulable. Operators under 16 may not operate Class 3 on streets, highways, or paths; operators under 18 must wear helmets. Class 3 requires a speedometer.
