Electric bicycle classes, minimum age, and helmets

Oregon defines three e-bike classes under 750 watts. Current law requires a minimum age of 16 for all classes and helmets for children under 16; Class 3 requires a speedometer and access depends on path-manager rules. HB 4007 changes for Class 1 age and child headgear are not effective until January 1, 2027 and are not included as current rules.
