Electric bicycle classes and path access

Vermont defines three e-bike classes under 750 watts and generally gives e-bikes bicycle rights on highways, lanes, and bicycle/multi-use paths. A managing authority may restrict Class 1 and 2 after a hearing and may restrict Class 3; natural-surface trails are locally regulable. Class 3 operators must be at least 16, with a passenger exception. No statewide e-bike helmet rule was verified.
